Internal units
House Bill 82 (2021) makes an internal accessory dwelling a permitted use in most residential zones. Cities may still require owner occupancy, one extra parking stall, a 6,000 sf minimum lot, and a ban on stays under 30 days.

Detached units
Senate Bill 284 requires specified municipalities — every city on this list — to allow a detached ADU as a permitted use on lots of 11,000 square feet or larger that already have a single-family house. The rule is operative October 1, 2026. Cities may still set setbacks, height, coverage, and owner occupancy. Parking is capped at one stall under 650 sf, or two stalls at 650 sf and above. A city may require the ADU not to exceed the primary dwelling. It may not keep a qualifying detached ADU as a conditional use.

Outside a city
Unincorporated lots
Weber County lots outside a city limit follow the county ordinance: detached units from a 400 sf footprint up to 1,500 sf (2,000 sf floor area), owner occupancy, and a design that matches the house — or is drawn by a licensed architect in a barn, agricultural, or local-historic style.
Unincorporated Davis County lots are few. Davis County CED in Farmington is the counter.
