Ordinance 2025-23 opened internal, attached, and detached accessory dwellings. If the unit is rented, the city requires registration and a business license.
- Internal ADU
- Permitted. Separate utility meters are generally not allowed for an internal unit.
- Detached ADU
- Permitted under Ordinance 2025-23. The ADU cannot be sold or subdivided from the primary dwelling.
- Lot
- Confirm zone and lot with Clearfield Community Development. Statewide detached path on 11,000 sf lots from October 1, 2026.
- Size
- Per Title 11, Chapter 19, as amended. The unit must remain subordinate to the house.
- Parking
- Per ordinance, in addition to parking for the main house.
- Owner occupancy
- Required. The ADU stays with the primary dwelling.
- Rental
- Registration and a business license are required when the ADU is rented. Confirm short-term rules with the city.
- Design
- One ADU per lot. Keep a single-family reading from the street.
