Clinton updated its ADU ordinance in 2025 (Ordinance 25-01Z). The city treats internal, attached, and detached units, with a size limit of 50% of the primary habitable area, up to 1,500 square feet.

Internal ADU
Permitted, subject to the 2025 ordinance and fire-code references in the zoning title.
Detached ADU
Included in the 2025 update. Confirm current setbacks and lot standards with Clinton Community Development.
Lot
Confirm with the city. Statewide detached path on 11,000 sf lots from October 1, 2026.
Size
Maximum of 50% of the primary home’s livable area, and in no case more than 1,500 sf, under the 2025 text. After October 1, 2026, a fixed cap may have to yield on qualifying lots except that the ADU cannot exceed the primary dwelling.
Parking
Per ordinance, in addition to parking for the main house.
Owner occupancy
Owner occupancy is required.
Rental
Long-term occupancy. Confirm short-term rental with the city.
Design
Separate utility meters for the ADU are prohibited. Keep a single-family appearance.
