Clinton updated its ADU ordinance in 2025 (Ordinance 25-01Z). The city treats internal, attached, and detached units, with a size limit of 50% of the primary habitable area, up to 1,500 square feet.
- Internal ADU
- Permitted, subject to the 2025 ordinance and fire-code references in the zoning title.
- Detached ADU
- Included in the 2025 update. Confirm current setbacks and lot standards with Clinton Community Development.
- Lot
- Confirm with the city. Statewide detached path on 11,000 sf lots from October 1, 2026.
- Size
- Maximum of 50% of the primary home’s livable area, and in no case more than 1,500 sf, under the 2025 text. After October 1, 2026, a fixed cap may have to yield on qualifying lots except that the ADU cannot exceed the primary dwelling.
- Parking
- Per ordinance, in addition to parking for the main house.
- Owner occupancy
- Owner occupancy is required.
- Rental
- Long-term occupancy. Confirm short-term rental with the city.
- Design
- Separate utility meters for the ADU are prohibited. Keep a single-family appearance.
